Leviatan Group continues to support, alongside the New Strategy Center, initiatives that strengthen community resilience in Ukraine and lay the groundwork for the future. Among these is the workshop held on April 7, 2026, in Izmail, dedicated to local authorities in the Odessa, Mykolaiv, and Kherson regions – an event focused on strengthening administrative capacity to access programs funded by the European Union.

The workshop agenda included topics essential to the current phase Ukraine is going through ranging from the management and implementation of projects funded by European funds to requirements regarding transparency, control, and the prevention of irregularities, as well as the mechanisms through which local public authorities can structure projects eligible for European funding. Additionally, the event featured a session on international municipal cooperation as a tool for accessing EU funds and a presentation by Vlad Duhan, Chief Corporate Affairs Officer at Leviatan Group, focused on integrated design and execution solutions for sustainable development.

Real support for Ukrainian communities and local governments

This support is not an isolated effort but part of a broader initiative through which the Leviatan Group has chosen to stand with Ukraine and the communities affected by the war through concrete, meaningful projects. In collaboration with the New Strategy Center, in March 2026 the group supported the continuity of the educational process in Ukraine by donating a generator to a school in the village of Dmytrivka, Ismail District, Odessa Region, helping to maintain school activities in a context severely affected by pressure on the energy infrastructure.

In the same spirit of solidarity and responsible engagement, the group also provided support in July 2023 for the organization of a camp in Romania for the children of Ukrainian military personnel who participated in the liberation of the Kherson and Zaporizhzhia regions. The initiative, carried out by the New Strategy Center with the support of the Leviatan Group, brought 25 children from Transcarpathia to Romania, along with 5 chaperones, for a program held from July 16 to August 1, 2023. Beyond the logistical aspect, this initiative had a strong human dimension, offering the children positive experiences and the opportunity to build real bridges between communities during a profoundly difficult time.

Taken together, these initiatives form a coherent approach. On the one hand, the Leviatan Group supports communities and institutions in need of immediate assistance – whether it involves access to education or projects dedicated to children and families affected by war. On the other hand, it supports efforts aimed at Ukraine’s future by strengthening administrative capacity and promoting development models compatible with European standards.

Ukraine’s Reconstruction – Modernization, Digitalization, and a Long-Term Vision

When it comes to Ukraine’s reconstruction, Leviatan Group views the process through a lens that goes beyond an immediate crisis response. Therefore, the reconstruction of our neighboring country should be carried out in a modern way, with a high level of digitalization, so that this process is not merely an emergency measure but contributes to Ukraine’s sustainable, modern, and efficient development.

From this perspective, reconstruction means not only rebuilding damaged infrastructure but also adopting standards that support transparency, efficient coordination, cost control, adherence to deadlines, and quality of execution. This is precisely why digitalization and advanced working methodologies are essential in a process of this magnitude.

Leviatan Group addresses this challenge through technical expertise, experience with complex projects, and a vision focused on sustainable, high-performance construction. BSI Kitemark™ certification for BIM confirms our group’s ability to work to international standards, with transparent processes, secure information, and better control over costs and deadlines – elements that can play a significant role in a long-term reconstruction effort.

Reconstruction begins not only on the construction site, but also through education, by strengthening local government, supporting communities, and transferring know-how to those who will play a direct role in transforming Ukrainian society. And for Leviatan Group, this commitment means consistency – from supporting schools and children to promoting modern design and construction solutions relevant to Ukraine’s future and the entire region.
