Portfolio diversification and investments in digitalization, Leviatan Group’s bet for 2025
Leviatan Group is developing several large-scale projects at the national level, says Cătălin Podaru, CEO of Leviatan Group.
Some of these include consolidating buildings at seismic risk in the capital, a complex undertaking vital for the safety of Bucharest residents.
Leviatan specialists have already delivered to the Municipal Administration for Building Seismic Risk Consolidation (AMCCRS) dozens of energy audits and projects in the DALI and DTAC phase, which have been designed not only to comply with the conclusions of technical expert reports aimed at increasing the safety of buildings, but also to increase energy efficiency and adapt them to current living requirements, by current norms and standards.
“Other similar projects will be completed this year”, underlines Mr Podaru.
Among the buildings at seismic risk for which Leviatan specialists have proposed a series of interventions are the emblematic Aro Block, a multi-storey building located at 17 Mendeleev Street/15 Amzei Square, the building located at 1 Alexandru Beldiman Street, and the building situated in 27 Magheru Avenue.

Other significant projects undertaken by Leviatan include the development of Romania’s military infrastructure. One of these projects, contracted at the beginning of 2025, concerns the development of the final phase of the static infrastructure for the NATO Headquarters Multinational Division South East, a strategic investment worth over 133.4 million lei (excluding VAT).
Additionally, in the first months of this year, Leviatan Group contracted for two other projects at the 86 Borcea Air Base, which involve the development of platforms and light shelters for aircraft, as well as the construction of storage areas for special materials. The execution period for the first project is 24 months, and for the second, it is 18 months.
Another military project, contracted in the first half of this year, is being carried out in Bucharest. It consists of constructing an administrative pavilion, including utility networks, as well as road and pedestrian access. The execution period is 36 months. The administrative pavilion will have a height of D+P+4E, a floor area of approximately 8,500 square meters and a total height of 21 meters. It will house offices, meeting rooms, conference rooms, function rooms, technical spaces, toilets, and other facilities essential for day-to-day operations.
Efforts focus on diversifying project portfolio
Leviatan Group is planning a series of strategic investments aimed at supporting the sustainable development of the group’s companies and strengthening their market position.
First, efforts are focused on diversifying the project portfolio by expanding into complementary areas and attracting work with strategic impact and high added value.
At the same time, Leviatan specialists are working on the development of new business lines, plan to obtain new certifications relevant to the construction sector and are taking new steps in sustainability and ESG.
Overall, these investment directions reflect Leviatan Group’s medium and long-term vision: sustainable growth, adaptability and responsibility in an increasingly complex economic and social context.
